If you call in one of cities of Russia on a landline, dial 0 first and wait for the continuous signal. Then hit 0 again (this is the prefix of international communication in Ukraine), 7 (code of Russia), city code and subscriber's number whom you are calling.

For example, when calling in Yaroslavl, type 0-0-7-4852 and phone number.
