For a map of the languages of thefirst panel meets the file ctfmon.exe which by default should be on the startup menu. In the new window, navigate to the "Advanced" tab and uncheck the option "turn Off advanced text services". Go back to the Settings tab of the same window and click "Language bar", then check the box next to "Show the language bar on the desktop".

After that, if desired, the panel did not appear, therefore, the problem arose because of the file ctfmon.exe. To resolve this problem click, the start menu and select Run. In the opened window type msconfig in the empty field, then click "OK".

In the system settings window, navigate to the "startup" tab and check the box next to the line ctfmon. After restarting the computer, the language bar should be displayed.
