Talk with the head of the Department, which has the vacant position (with the same responsibilities as you, or another), offered his candidacy for the vacant position. If he agrees to take you to your Department, write to the transfer application. Specify in the application the name of the Departmentin which you want to transfer, name of vacant position in another Department, the reasons for the transfer (for example, write that in connection with the vacant nature of the position this argument). Notify your supervisor, show him the statement. If he agrees to your transfer, endorse a statement first, and then your future boss. Refine and agree on the date of your transfer with both chiefs.

Give the statement the signature of the Director. The Director may call the heads of departments for consideration of your question. If your question is about the translation will be resolved positively, then give a statement signed by the Director, to the personnel office.
