The order of the health Ministry of 18.10.2011 № 1180н there were innovations concerning the form of filing the documents for registration of the certificate. Thus, in paragraph 4 of Annex №1 to the order stipulates that the statement and other necessary documents can be left to the territorial body of the Pension Fund of the Russian Federation in the form of electronic documents. This order came into force in July 2012, when ended the period of validity of the resolution dated 30.12.2006 No. 873, previously regulating the procedure for issuing certificates.
To receive the parent capital the following documents are required: application form, birth certificate of the child document of identification. To submit the paper in electronic form, you should assure them of the electronic signature (in accordance with the Federal law of 06.04.2011 № 63-FZ), and then use one of the specified in the order the methods of delivery:
- keep signed copies of documents in any electronic form and transmit (personally or through an intermediary) to the nearest office of the Pension Fund of Russia;
- check and arrange the documents in a special section of AGU (single portal of the state services website address: www.gosuslugi.ru/).
In the Annex to the order provides a different method of transmission of documents in electronic form, allowing the transmission over the Internet.
To expedite consideration of the application and of documents filed in electronic form, to the Pension Fund are requested to provide information relating to employment (place of work, seniority, wages), education. If this is not done, employees of the Fund will be expected to request the necessary information from various authorities, which can take up to 5 days.
Date of registration of electronic documents in the Pension Fund is considered as the date of their admission. Further consideration and a decision occurs within one month.
According to the Ministry of communications of the Russian Federation is currently discussing a question regarding the possibility of filing for registration of the parent capital in electronic form and more on the official website of the Pension Fund of the Russian Federation, and also about reduction of term of consideration of the electronic documents to 15 days. In the case of the adoption of these changes will be introduced by 2016.
