The story of the creation of the Ministry begins in 1990 (27 December), when it adopted a resolution on the establishment of this structure. After 5 years, by the decree of the President of the Russian Federation this day was declared the Day of the rescuer. In 1994 occurred the transformation of the Museum of civil defense in the Central Museum of the RF Ministry for civil defense, emergencies and elimination of consequences of natural disasters. It takes the collection, research, storage and restoration of historical monuments.
The main task of rescuers is to protect the population from emergencies, natural disasters, fires, terrorist operations, industrial situations) and possible prevent them in the future. In other words, Russia is obliged not only to eliminate the consequences of emergency situations in the emergency order, but also to develop projects on civil defense.
The Central office of EMERCOM of Russia consists of the chief Minister, his deputies, the chief military expert, chief inspector of fire supervision, departments and offices.
Of great importance in the work of the Ministry is providing psycho-diagnostic support, without which it is difficult to help people in emergency situations. Teams of specialists in the field of psychology make the field visits a tragic accident, and since 2006, a round-the-clock telephone line. Operators at any time of the day or night providing psychological assistance and inform the population about rules of behavior in emergency situations.
