The parliamentary structure of the Russian Federation


The Parliament of the Russian Federation is called the Federation Council and consists of two chambers – upper and lower. Lower house – State Duma – an elected body, the upper chamber – the Federation Council - consists of representatives from each subject of Russia. The actors include the oblast, Krai, Autonomous Republic or Autonomous oblast in the Russian Federation. From each of these actors are elected and appointed by the members of the Federation Council – one from legislative (representative) and Executive state authorities of these regions, only for 2 people.

The order in which is formed the Council of the Federation, are regulated by separate state law which is called: "About the order of formation of Council of Federation of the Federal Assembly of the Russian Federation". According to this law, representatives of the legislative body from each region are elected for a term of the body from which they had been nominated. But representatives of the Executive authorities in the Federation Council are appointed by the head of the subject, which they will represent. Their term of office in this case is limited to the term of office of the head of the region.

What is the responsibility of the Federation Council


The Federation Council is a carbon copy of the Western authority as the Senate, certain tasks of the main activities is the adoption of laws adopted in the State Duma, before they will be sent to the President for signature. For those laws that require the mandatory approval in the Federation Council, include regulations governing the budget, taxes, state finances, and matters of military action and peaceful settlement.

Without the approval of the Federation Council may not be altered boundaries between regions. His approval is mandatory and in case when the President wants to enter in the country state of emergency, and in fact, when the question of the use of the Armed Forces of the Russian Federation outside of territory of the country. The Federation Council also appoints the date for the elections of the President and can initiate his impeachment in the case when you declare the impeachment after the President was indicted. The powers of this body upon recommendation of the President included the appointment of judges of the constitutional and the Supreme Arbitration Court and the appointment and dismissal of the General Prosecutor, the Chairman of the accounts chamber and the part of the auditors working in it.
