Calculate the total income of your family. Family income is considered the family members who registered in the apartment or house. Add up the amount of income of each member of your family. The resulting amount is called gross income.

Count the number of your family members.

Calculate the total income per person. To do this, divide the total monthly family income by the number of members of your family. The resulting amount is the total monthly income per family member.

Calculate the average cost of living. A living wage is established quarterly for each district separately. Moreover, the figures for the calculation are taken from the annexes to the resolutions of the governors of the regions of the Russian Federation. If you have a family member working for him a living wage for a month, if the pensioner – other, if dependent third. Fold the monthly subsistence minimum for each family member, the amount received divide by the number of members of your family. The result is called the average living wage for one member of a particular family.

Calculate the ratio of income to the subsistence level. On the basis of the coefficient calculated for your family, your family gets the right to spend on utilities a percentage of the total income of your family. The maximum allowable share of expenditures for utilities is taken from the scale where the size of the coefficient corresponds to a percentage of spending.

Calculate how much money you have to pay utilities per month according to receipts for payment of utility services.

The percentage of spending multiply by the total income of your family. The resulting amount is the amount that you are allowed to spend on utilities.

From the sum, leaving for utilities, subtract the amount you are entitled to spend on utilities. The result is the amount of subsidy that you have to reimburse the state. Moreover, the subsidy is based on those who have no debts for communal services. If the result is negative, it means that you are not entitled to a subsidy.
