Click "start" and hover the mouse cursor on the line "All programs" until you see a list of installed and standard applications.

Scroll down and click once with the left mouse button on the line "Standard". A list appears of programs installed in the Windows operating system by default.

Click the left mouse button once on the program Run. Opens a dialog box designed to run the various programs, files, folders, and web sites.

In the Open box enter "regedit" and press "Enter" on the keyboard or click "OK".

This will start the program "registry Editor", in which the user can change various settings of system parameters, independent of the active user account.

Press "Ctrl + F" on your keyboard and use the "Find" enter "OEMBackground".

Also find the settings directory of the boot screen by opening the location "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background". To do this, alternately click left mouse button two times specified in the path folders.

Click the left mouse button twice on the line name of configuration parameter "OEMBackground". Window opens change the values of the "parameter DWORD".

In the window that appears, change the setting Value from "0" to "1" and click "OK".

Close registry editor and all running program on the computer and Windows.

Open "Local disk C" in library "Computer" and go to system folder "Windows". To access the system folders you need administrator rights on your computer, so you may need to login under a different account.

In the open window double-click with the left mouse button on the folder "System32" and then go to sub folder "oobe" and press "New folder" in the top menu of Windows Explorer.

As the name of the new folder enter the text "info" and press "Enter" on the keyboard.

In the folder "info", create a subfolder "backgrounds" following the directions of the step # 12.

Copy the image file selected as the background loading screen, created a subfolder "backgrounds" and rename it to "backgrounddefault". After that, restart your computer and make sure that the image of the welcome screen has changed.
