To set the picture as Wallpaper is very simple. I'll walk you through how to set icon to the desktop in Windows Vista and Windows 7. In other operating systems such as MacOS and Linux, these steps are very similar.
Windows 7: the First thing to do is to click the right mouse button on the desktop and in context menu select "Personalize". In the window that appears at the bottom you'll see "desktop Background". Click on this link and in new opened window you will see the string "file Location". You can choose not only the default figures, but images downloaded from the Internet or your photos. To do this, click "Browse" and locate the desired file, and then click OK in the dialog box and OK in the window "Wallpaper desktop". Wallpaper installed.

Windows Vista: As in the instructions for Windows 7, click the right mouse button on the desktop and in context menu select "Personalize". After that select "Wallpaper desktop" from the list. Next, find on the screen the "Browse" button and select the desired image, and then click OK in the dialog box and OK in the window "Wallpaper desktop". Wallpaper installed.

Alternatively, open the desired picture or photo in the program for viewing images Windows. Right-click the mouse on the picture and select "Make desktop background". Wallpaper installed.
Useful advice
It is recommended to set a Wallpaper the same resolution as your monitor, or more, but in the same proportion, otherwise the picture may be blurred or stretched.
