The title "people's artist of the USSR" was established by the Executive Committee on 6 September 1936. It was the first highest honorary title in the country. The first time it was awarded to the founders of the Moscow art Theater Konstantin Sergeyevich Stanislavsky and Vladimir Ivanovich Nemirovich-Danchenko, its leading actors Ivan Moskvin and Vasily Kachalov, as well as an outstanding Opera singer Antonina Nezhdanova. Among the first folk artists also included the composer Alexander Glazunov and the great masters of Opera Fyodor Chaliapin and Leonid Sobinov. All the years of the existence of the title "people's artist of the USSR" was awarded to 1006 people. The past in 1991, before the collapse of the Soviet Union, it was time to veteran Mat scene Sofya Pilyavskaya, the famous actor Oleg Yankovsky and "Russian pop diva" Alla Pugacheva.

In modern Russia preserved other honorary title "people's artist of the Russian Federation" and "Honored artist of the Russian Federation". The title of honored artist considered to be lower than the national title, but is a required step on the way towards it. It is appropriated by artists of theatre, cinema, variety and circus, as well as the performing musicians, choirmasters, ballet masters and conductors. Of course, by this time they should gain some recognition and work in the arts for at least 10 years. People's artist can be only 5 years after receiving the title of honored. Although, of course, not everyone is awarded the honored artist. Interestingly, in the theatres of Moscow, where quite a lot of honored artists, this title often impaired really high is only the national title.

It is worth noting that not all talented and favorite peoples, the artists managed to get the honorary title. Suffice it to recall such prominent figures of the Soviet screen 70-ies – 80-ies of the 20th century, Vladimir Vysotsky, Oleg Dal, Andrey Mironov. Achieved absolutely incredible people's love Vladimir Vysotsky was never a folk artist, and the title of honored awarded only posthumously. Charming and intelligent, Oleg Dal General had no titles, and bitterly referred to himself as "foreign" artist. The highest recognition was awarded to the brilliant Andrei Mironov, but he never became a people's artist of the USSR and were content with more modest title of people's artist of the RSFSR.
