Regulatory legal act - the act containing legal norms, i.e. rules governing the various aspects of public relations. Regulatory acts are divided into laws and regulations.

The law is an act of higher legal force containing norms, regulating the most important sides of public life, and is designed for repeated use. The law was adopted only by the legislative authorities of the Russian Federation. The law passed by the Federal Assembly is the Federal and is valid throughout the state; a law passed by the regional Parliament is the law of the subject of the Russian Federation and is valid only within the boundaries of the region concerned.

Subordinate act is an act based on the rule of law, published and applied by the Executive authorities on the basis of and pursuant to the provisions of the law. To the validity of the Bylaw is below the law and must be consistent with his standards.

To the laws of the Russian Federation are the Constitution, Federal constitutional laws, Federal laws, laws of subjects of the Russian Federation. By-laws are presidential decrees, Government decrees, orders, regulations of the Federal ministries, departments, services, regulations of public authorities of subjects of the Russian Federation.

Federal law – a normative legal act, dedicated to the most important parts of economic, social, and political life of the society and the state. List of the most important social relations, which adopted the Federal laws outlined in the Constitution of the Russian Federation is the establishment of the system of Federal bodies of state power, protection of the rights and freedoms of man and citizen, bases of the economic, social, cultural, fiscal, and financial policy of Russia, defence, security, public service, foreign policy, state border protection, criminal, civil law, etc. To the Federal laws include, for example, the law On the police force - regulating activity of law enforcement body, or the law "On education" establishes the legal basis education in Russia. Codes of the Russian Federation, for example, criminal, Civil or Labour, are also Federal laws.

Federal law on legal force, are above all other normative acts of the Russian Federation, with the exception of the Constitution, Federal constitutional laws, norms of international law. The prefix "Federal" means that the provisions of Federal law are binding on the entire territory of the Russian Federation, in all its constituent entities. When the law of the subject of the Russian Federation contradicts the Federal law to the validity of the above provisions of Federal law, except cases specified in part 6 of article 76 of the Constitution.

The procedure for the adoption of the Federal law is called the legislative process and is regulated by the Constitution of the Russian Federation. The law is adopted and in force in the territory of the Russian Federation when it introduced in both chambers of the Federal Assembly (State Duma and Federation Council), considered by both houses, adopted them, and then signed and promulgated by the President of the Russian Federation.
