Go to the portal www.gosuslugi.ru.
Before you fully log in and start using the portal, you need to verify your identity, having a password to enter the system.
There are several ways to choose from:
1. Activation code. You can get:
• A letter through "Mail of Russia";
• To come personally to one of the centers of "Rostelecom". A list of centres here: http://www.gosuslugi.ru/pgu/maps
OR
2. Electronic signature:
• To obtain an electronic signature can be in one of the centers of the Ministry. A list of centres here: http://minsvyaz.ru/ru/directions/?regulator=118
• Also download and install a special plugin for the web browser to work with electronic signature.

Fill out the form.
In application form you will need to provide the following information:
• Surname, name, patronymic, date of birth, gender, SNILS (Insurance number of individual personal account - the information contained in the Insurance certificate mandatory pension insurance)
• Email, mobile phone number;
• Password secret question and answer;
• Email address (if You selected to send the activation code via the "Mail of Russia"
In application form you will need to provide the following information:

Once you have received your activation code, activate your account:
Go to the portal www.gosuslugi.ru - Personal account - click on "Enter activation code" on the login page or the registration page.
Or if you have selected the activation using a digital signature or UEC, enter the PIN code to access the carrier's private electronic signature key and wait for verification of the data entered (may take several minutes).
Confirm contact details with verification codes, which was sent to your email and mobile phone number.

Note
The registration process on the website www.gosuslugi.ru it takes from 1 day to one month (depending on the chosen method of confirmation of identity). But this will be the last effort on the path to convenient interaction with government agencies!
The time of delivery of the letter with the activation code depends on the conditions of work of "Mail of Russia" in your region. To know the delivery status of the letter, enter the social security number and password on the login page. If you do not receive the email with the activation code within 30 days, please register again or contact Center sales and customer service of JSC "Rostelecom".

Useful advice
Personal advice: if you need to register as soon as possible and start processing the necessary documents (passport, rights, etc.), it is better to choose to receive at the offices of Rostelecom.
