How to make recalculation for heating

According to the article No. 157 of the housing code and the rules of providing communal services to citizens, approved by RF Government decree No. 37 of 23 may 2006, the calculation of payment for heating is calculated by the centre for housing maintenance company and is sent to citizens in the form of receipts, payable before the 1st of each month. The recalculation is done 1 time per year or at the request of residents, if the quality of the services provided does not suit them.

In accordance with the legislation of the Russian Federation recalculation for heating are required to produce 1 per year, but this adjustment provides for payment of the expenses of the supplier in connection with inflation during the year.

If the quality of service you are not satisfied, you have the right to require the vendor to make recalculation of payment for the heating at any time. To do this you need to call the housing Commission and the representatives of Rospotrebnadzor. Authorized representatives of these organizations shall be obliged to draw up an act on results of inspections and measurement of the temperature in the apartment.

If you are denied your request to inspect, you have the right to establish an independent Commission consisting of several tenants to make a written statement which must be signed by the representatives of the initiative group of tenants and contact the payment center in writing requiring the recalculation of the provision of services of inadequate quality.

Regulations do not specify the exact parameters of low-quality services for heating apartments, but if your apartment temperature is consistently below 18 degrees, the quality of services should be recognized as inadequate and to require recalculation.

Failure of the provider to recalculate, see the statement in arbitration court. Present your passport, certificate of the housing Commission, Rospotrebnadzor or the initiative group of tenants, receipts for utility payments for 12 months and photocopies. For substandard services, the amount of the conversion is 15% for each month. Cash paid for heatingnot coming back, just next month you will be sent a receipt for a smaller amount.

If your house is communal metering or individual metering device of heat energy, the calculation for heating is performed according to instrument readings. The allocation in this case is not possible because you pay only the heat energy which is obtained.
