Once you have changed the value, click on the same command line right-click. In the opened window select "Create". Again, the context menu opens, click on the option "Whole". This will open a new dialog box, in the line, enter the name nglayout.initialpaint.delay and click Ok. In the newly opened window in the row, set the value to 0. Click Ok.
