Start it. When TuneUp Utilities is run for the first time, it automatically system scan. Until it is completed. After that, a dialog box will appear with the query system optimization and bug fixes. From the bottom of the window displays information about overall processor utilization. Also, the window will display a full list of running processes. Each of them will be written, how much CPU resources it uses. This way you can view which processes are taxing your CPU the most.

If idle CPU load over 10%, it means that in the background is running some program, which uses its resources. You can find this software in the list, and if it is not very popular, then just delete or remove from the startup, thereby removing unnecessary overhead on your CPU.
