A foreigner temporarily residing in Russia. The potential employee must provide proof of permission to temporary residence. This document, according to the order of the Ministry of internal Affairs of Russia from 14.03.2003 is issued for three years at FMS. It may be a separately issued document, or a stamp in the passport of a foreign citizen. The resolution gives the right to work only in the region where they are allowed.

A foreigner permanently residing in Russia. The first document – a residence permit. This document gives a foreign citizen the right to free exit and entry into the Russian Federation, the right to permanent residence. To obtain this document, you must spend at least one year on the basis of temporary residence. The residence permit issued to a foreign citizen for five years.

Foreigner temporarily staying in Russia. If people arrived in Russia on the basis of a visa, it needs the FMS of Russia to obtain a migration card is the main document. It provides information about the citizen, the period of stay (for control) and gives the right to temporary residence.

A number of foreign citizens from countries which signed the agreement on visa-free crossing of border of the Russian Federation, the permit for attracting foreign labor force is not required.

For foreign citizens visa the following documents are required:
- the conclusion about expediency of use of foreign employees (issued by the state employment service);
- permission to hire a foreign citizen (issued by the Federal migration service within 10 working days);
- permit to work (issued by the Federal migration service in limited quantities, within established quotas).

Don't forget to get all the documents from the employment service, Federal migration service, it is necessary to pay a lot of receipts (from 100 rubles and above), provide a lot of references (from the state of health of the citizen) and not defend in one turn. Be sure to analyze profitability of your plan.
Note
Remember, for each illegal employee – immigrant, you can pay a fine of up to 800,000 rubles!
Useful advice
If a foreign citizen temporarily arrived in Russia from visa-free countries, he is obliged to leave the country after 90 days (item 1 of article 5 of the Law № 115-FZ).
