In the first place to get a driver's rights is necessary to achieve the legal age (16 or 18 years) and to undergo a medical examination. There is a list of diseases, under which, driving a car is prohibited. The list of diseases approved by the Ministry of health: chronic disease of eyes and hearing, diseases of vessels and heart, mental and chronic surgical diseases and others. In addition, there is a list of psychiatric disabilities, approved by the Council of Ministers of the Russian Federation, on which driving a vehicle is not permitted to: persons with mental disabilities, epilepsy, alcoholism, drug abuse and addiction.

The special Commission may declare a person temporarily unfit to drive the vehicle for a period of not more than 5 years, depending on the severity of the disease. At the end of the deadline are assigned the re-examination, the results of which decided to authorize the management of the vehicle or not.

The drivers have a driver's rightsevery 3 years are required to undergo medical examinations.

To obtain the right to drive a car must undergo training in a driving school, to pass an internal exam and the exam in the traffic police.

Upon successful completion of training, the traffic police issued the driver's right, which is the main document confirming the right to drive a vehicle. The identity is 2 types: the national (valid for 10 years and is valid only on the territory of the Russian Federation) and international (to be filled in the language of the country in which issued). Driving rights, which are issued in Russia is valid in all countries who in 1968 signed the Convention on road traffic.
