You will need
- - The application for registration of print media;
- - the original of the payment document on payment of state duty;
- power of attorney submission of documents to Roskomnadzor and receipt of the certificate of registration of print media;
- - a notarized copy of the certificate of registration of the legal entity;
- - a notarized copy of the passport of the citizen of the Russian Federation;
- notification, written in free form, about the actual address and phone founder.
Instruction

Select the branch of Roskomnadzor, in which you will apply. To obtain permission for the release of regional, city and district Newspapers and magazines, contact the territorial administration of the region, where there will be a revision. If your printed media is designed for residents of multiple regions or the whole of Russia, the data on it is to serve in the Central office of the Federal service in Moscow.

Specify the address of the desired territorial administration and operation time. This can be done on the official website of Roskomnadzor or phone published in the local directory. Communicate with specialists of the Federal service, take the application form for media registration, find out the size of state duty and Bank details for its transfer.

Pay the state fee for the registration of the printed edition. You can choose cash or cashless form of payment at the Bank. Documents must be issued in the name of the founder – a legal or natural person. The amount of the fee depends on area of distribution and the nature of the publication. For certain categories, the amount may be increased or decreased. So, the owners of printed publications of advertising and erotic content will pay respectively 5 and 10 times more than publishers of information-analytical magazines and Newspapers. The cost of registering a child, adolescent, educational and cultural press, on the contrary, decreases in 5 times.

Make an application for registration of the printed edition. It must specify:
- Information about the founders: full name of organization, form of ownership, Bank details, legal address (for legal persons) or surname, name, patronymic, passport data, home address (for individuals);
- the name of the publication and the address of the publisher;
- the territory and form of distribution: newspaper, magazine, newsletter, compendium, almanac;
theme publications: informational, analytical, political, publicistic, cultural-educational, religious, scientific, educational, artistic, entertainment, children, sports, music, advertising, sex;
- frequency of publication: weekly, monthly, several times a week, etc.;
- maximum volume of one issue of the publication;
- sources of funding.

Prepare documents for registration. In a complete package includes:
- the application for registration of print media;
- the original payment document (receipt, Bank payment order, etc.) on payment of the state fee;
power of attorney submission of documents to Roskomnadzor and receipt of the certificate of registration of the print media issued by the representative of the founder;
- a notarized copy of the certificate of registration of a legal entity (extract from the Unified state register) in the case where the media is as such;
- a notarized copy of the passport of the citizen of the Russian Federation in the case when the media established a natural person;
notification, written in free form, about the actual address and phone of the founder (for contacts).

Provide documents to the office of the Roskomnadzor. Within a month your application will be considered. If the documents have successfully passed the test, your print will be assigned a unique registration number. You are required to publish in each issue on the page with the output.
Note
Sometimes additionally require the following documents:
- layout (print media erotic content);
- written consent of the owners or their heirs (for print media, the title of which used the names of natural persons and their derivatives);
the written consent of the foreign copyright holder (for printed mass media, whose name includes the original name of the publication, coming out in another state).

Useful advice
To refuse to register print media Roskomnadzor may in a few cases, stipulated by the Federal law on mass media. After receipt of the written refusal to register you can eliminate the violations and submit the statement again.
